Ballarat is large enough to have a genuine service system and small enough that the people running it mostly know each other. That cuts both ways. We will be realistic with you about that rather than writing a plan that assumes city-level choice.

Going into a planning meeting with evidence assembled and goals articulated produces a materially better plan than going in to explain your situation from scratch. If your review is coming up, that is a good reason to call now rather than after.
